Supporting Electricity Consumer
Project Information about ETUD*
Scope of the Project was to understand the energy poverty seperation and develop sustainable supporting mechanisms which is stated in European Regulations and suggested to be defined as per countries’ characteristics
Project budget is approved by the Turkish Energy Regulatory Authority and paid by the three Electricity Distribution Companies (about 1 million TL).
Some of the project tasks were:
- Literature Review
- Academic-scanned more than 100 articles
- Utility Reports-scanned around 200 utility reports
- Site Survey-special survey questions and analysis with 1505 participants’ results
- Best Practices Country Visits-appointments with the regulators, utility companies, experts, academics
- Quantitative Analysis-scanned more than 3.5 million customer metering data’s and invoices for three years
- Qualitative Analysis-17 cities, 47 appointments with governors, mayors, ministry bureaucrats, company managers

What Academic literature tells: It is quite specific subject and should be defined according to the country characteristics.
What Utility literature tells: Information sharing and confirmation is important for selection.
What best practices tell:
Italy-main problem is to set a correct level. Under this level consumer will be potential vulnerable.
Russia-different incentives can be defined at the same time for different purposes such as heating, low income, rural area etc.
What Survey tells: Vulnerable consumers are existed in the site more than expected.
What Qualitative Analysis Tells: Corruption and evaluation faults are the main problems.
What Quantitative Analysis Tells: Companies have information about who is vulnerable!
Open Area: European criteria is evaluation as per income and expenditure. There is no use of utility consumption and collection file experience.
What we did Unique?
1-Data Analysis through consumption and collection. Definition of the trends and absolute and fluctuating energy poverty sets.

2-Mitigation methodologies based incentive model designation for specific period by giving target to vulnerables.
Our approach was to set meaningful groups as per non-collected invoices since the main signal is not to pay the invoice! By this way, we group the consumers in to consumption sets. By different analysis, we tried to understand which group is the absolute vulnerable and which can be healed by the energy efficiency targets. Figure 1 and 2 shows the non-collected invoice numbers and the represented consumption. Then we design a model which support the 0-50 kWh consumption sets by 100%, remaining part is from 100% to 30%. Model offers some targets in yearly base periods to the fluctuating vulnerables. Results show that the application can be financed by energy efficiency saves itself (no need extra finance). Because the non-payers (vulnerables) are using electricity more than needed.
Results are specific for Turkish site in this project. However, the approach is applicable to any utility since it is depending on the data analytics to group the potential vulnerables as per non-collected invoices.
