SAP Targets and Affordability in Social Housing


Social housing is key to achieving the targets of eliminating fuel poverty set out in the UK Fuel Poverty Strategy (2001) and Action Plan (2004). Housing managers need to have clear policies and strategies in place to bring the energy efficiency of their housing stock up to a level that will ensure that homes are affordable for tenants. The work described in this report will allow social landlords to set energy efficiency and affordability targets, and to develop an annual reporting mechanism to demonstrate progress towards the elimination of fuel poverty.
