Review of Evidence on the Effectiveness of Policies Tackling Fuel Poverty and Digital Exclusion
This paper provides a review of a representative selection of papers from the literatures looking at policies to tackle fuel poverty and digital exclusion. Contrasts are drawn between the policies used to address each of these problems. For fuel poverty, evidence is reviewed regarding the effectiveness of different energy efficiency interventions highlighting the need to understand the actual behaviour of intended beneficiaries rather than making assumptions about their behaviour. While policies to tackle digital exclusion also include equipment investments, they go beyond this by also encouraging the use of IT.
