Evaluation of solid wall insulation in fuel poor households in the private sector


Whilst the technical challenges of solid wall insulation (SWI) are widely acknowledged, there has been little exploration to date of the human barriers to uptake. These are likely to be substantial, given the disruption involved and the impact of measures on building appearance. To help address this knowledge gap, CSE, with funding from eaga Charitable Trust, has undertaken a thorough evaluation of a pilot solid wall insulation scheme, ‘Freedom From Fuel Poverty’ (FFFP). The scheme was funded by Bath and North East Somerset Council and ran from August 2009 to December 2010. This study comprises a qualitative evaluation of the experience of 11 households receiving the SWI measure. The evaluation was scheduled to run for at least one full heating season, to allow householders to experience the impacts of the insulation over a winter period
