Affordable warmth for ‘hard to heat’ homes: finding a way forward


This paper raises the question of what to do about “hard to heat” homes. It shows that over one million homes have solid walls, low SAP ratings, are difficult and expensive to heat, and are likely to be occupied by vulnerable people. It is adapted from an earlier paper as a briefing note for a workshop, sponsored by EAGA Charitable Trust, which will invite interested parties to identify strategies and develop a way forward.
