Our Guidance for Policymakers section offers a short overview of essential points to consider for policymakers when drafting policies to address energy poverty, namely the measurement and definition of energy poverty, as well as the type and financing/funding of policies.
Energy poverty occurs when a household experiences inadequate levels of essential energy services in the home, such as heating, cooling, lighting and use of appliances. Find out more here.
The EU Energy Poverty Observatory offers a range of resources and services to assist stakeholders, including an indicator dashboard, evidence repository, catalogue of practical policies and measures, training material, members’ directory, and discussion forums.
The EU Fuel Poverty Network (EUFPN) is a legacy project that was established in 2011 by Dr Harriet Thomson to connect stakeholders across Europe working to address the issue of fuel poverty (an alternative term for energy poverty). The EUFPN was a leading online resource for energy poverty stakeholders, with a wide range of expert content. Recognising the significance of this content, the decision was taken to migrate outputs from the EUFPN to the new portal for the EU Energy Poverty Observatory in 2017, including perspective articles, case studies, and a catalogue of articles.
